The board had wrong R3 resistor on board. 100k resistor in series with the BOOT0 header and MCU is insufficent, only pulls the mcu pin up to 1 volt and prevents going into programming mode. The original evaluation board has 10k. I had to replace the smd resistors in the two boards i bought from here.The wrong R3 resistor value is readable in the pictures of the listing, the pictures are accurate and from the actual item.
